everyone should get a starter pack... that way everyone whos new wont look like such noobs like me =D

Starter pack: 1 mil. I find that more than enough.

HOWEVER...

GMS doesn't have starter packs. Nor do other good private servers, that I've played. All of them are dead, though. So, we shouldn't have a starter pack.
